This number shows up as the number calling. It says it is from Ebay Inc. They call about 4 am to 6 am. Most likely this is a spoofed number. Somebody has gotten Ebays number and used Spoof card or a like mechanism to call.

However, all the numbers I own, have a federal court order for a tap and trace. By the order of a federal judge all telecommunication providers must provide me with all the line connection information. It's just a matter of time until I find out exactly where this call came from.
When I have that information I will gladly share in full.

Early in the morning of Monday, November 16, 2008 between 12:28 a.m. and 12:55 a.m., I got three phone calls from this number. The first two said something along the lines of "This is Ebay calling.  If you were expecting this call, press two." but the third one said "This is Ebay calling.  If you were expecting this call, press one."  I didn't press anything on any of the calls and the call would just end.  

I did call the number back at one point to see where the call would go and it claims to be Ebay Headquarters.

When you have an online account on the eBay website, if you don't log into it for a certain number of days, your account "locks".  The only way to unlock it is to go through this process where an automated message will call you, ask you to press 1 if you're expecting the call, and then it gives you a pin number, which you have to enter on the eBay page.  This will unlock your eBay account.  This 408 number is the number from which eBay will call you in order to do this.

This is totally a scam.  These same f-ckers have been calling my mom to get my information. Spoofing our numbers and then later spoofed eBay's number and called back.  Your Ebay account will lock after a while, but this is not how you go about unlocking it. Ebay doesn't just call you like that.

These people also run a scam where they call and say they are from National Express Delivery and tell you they have a package for you from some big name brand store and try to get more info out of you.

Don't give out any of your info over the phone. Change all you passwords and call the police!
