Spoofed number from scam telemarketer/bogus survey caller. Telephone prefix 146 is NOT a valid prefix in the USA.
When you receive a call allegedly from 408-146-4568 or from any USA area code with a prefix beginning with the number one, please file a complaint with the Federal Trade Commission: https://www.ftccomplaintassistant.gov/#crnt&panel1-1.
As you probably will not be complaining about telemarketing practices, as calls from such numbers are scams, I suggest you choose the "Other" option to file your complaint under.
