Answered, but nobody said anything for 10 seconds even tho I continuously said hello. Then the call was ended by whoever was calling.

They just call and there is no one there. You cannot call the number back. It is likely a telemarketer or scam. One interesting thing is that the Caller ID came up, "Telemarketer".
