Are you sure you don't mean lawbreaking Portfolio Recovery Associates? The name sans "recovery" appears to be for an innocent looking PR firm in Philly.

Constantly getting calls, very annoying, I simply screen all my calls, I wish there was a better way to block them.

lol, let them call. just never, never answer when they call.
so what if they call, it costs them to have an employee dial your number, they lose $ by calling.
they quit leaving a message at all , so it's becoming knbown that they'll not get an answer, they'll soon just call once in a while, no big deal.
i just set their numbers to "private" and never hear it ring. any "unknown" call is set to beep, which isn't answered till caller id is looked at

I hate these damned people too!! They call me and try to collect debt that's more than 10 years old, they've even called me trying to find my ex husband for his old debts. I used to have just my home phone number for these people, but now they've found my cell phone number. It hugely pisses me off! I now have about a dozen numbers programmed in my cell phone for them as "DNA" Do Not Answer, so I don't answer when they call. Grrr....

JUST REMEMBER: Once the original debt is sold to a collection agency, any money you send at this point is going directly into the pocket of the collection agent! Not a dime goes to the original creditor, be it Sears, Visa, whatever. It will be on your credit history as a bad debt for 7 years anyway, and once it drops off it's history. Do NOT pay them after this point either, you're throwing your money away. Tell the collection agent to cease calling you or you will file a complaint with the FTC and the Attorney General. Per the Fair Debt Collection Practices, they have to stop calling you one you request them to stop.
