Called my cell, after a brief silence a very loud recording said "Congratulations!" and I hung up.

That number along with 407-123-4020 keeps calling me and my girlfriend's cell phones.  I never answer it and neither does she.  But when I attempt to call it back, it is always busy or just never picks up.  And when I tried calling it using *67, a recording says that the receiver has accepted the number but will not answer from a hidden number and to please try again.
