i tried to talk to a person and was unsuccessful, the recording talked about reducing credit card rates to 6 percent. This reeks of a scam.

This is a debt relief call, asking if you'd like the best new interest rate on your credit cards. If you stay on the line and talk to a human, and ask to be taken off the list (as I did, since it was calling a business line), they will just hang up on you. This is certainly a scam.
