Received a call from 407-000-5824 stating they wanted to offer a better rate. Directed to push a number to talk to someone. When they asked if I wanted a better rate and I said no they had the wrong phone number the person hung up.

One of the techniques that gives you a sense of control is to accept the call but immediately put the call on "mute" and leave it alone.  The call eventually will disconnect.  Of course the main method is to make sure your phone number is on the do not call list.  Here's the link >   http://www.donotcall.gov     Here's additional information http://stopspam.inpacifica.com/stop-telemarketers.html to educate you on your rights!  Stand up for your rights!  Letting cancer spread through this country by idiots that invade privacy such as yours is simply not what our fore fathers had in mind!  Don't be lazy, fight for your rights!

ROBOT SAID IMPORTANT INFO ABOUT MY CREDIT CARD AND TO PRESS 9 WHICH i DID.
CONNECTED TO A TELEMARKETER ASKING ABOUT MY CREDIT CARD DEBT.  I ASKED FOR
HER FULL NAME TO REPORT HER TO DO NOT CALL AND SHE HUNG UP.

It rang only twice and they hung up before I picked it up. I called back and it was an invalid number.

FYI.. I am on the do not call list. these people dont care.

You can block unwanted calls on most phones using *60 if you have that service activated.  That's what I did.  Most of these telemarketers will not honor the "do not call" list.  When you try to get them to identify themselves so that you could report them they just hang up.
