Consider getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

Extortion Scam Related to Delinquent Payday Loans

Washington, D.C.
December 07, 2010  FBI National Press Office
(202) 324-3691

The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim’s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims’ relatives, friends, and employers.

Script of the call:
"I'm contacting you from the process and summons division.  I'm calling to notify you that there will be two charges filed against you in your county.  Looks like fraudulent activity has been attached to your name and SSN.  I do need to make you aware of your legal rights to address your charges before they are filed against you.  You will need to do so before you receive your summons at your place of employment or at your home address.  Once you're served your rights will be forfeited.  Your case number is ******.  Their telephone number is 406-545-7381.  You will need to speak to someone in their legal department."

These people are morons, and are probably breaking any number of consumer protection laws.  They are attempting to collect a debt and do not identify themselves as debt collectors, nor do they clearly identify who they represent and who they are.  "Process and summons division"?  Really???

If you happen to answer, tell these people where they can put their summons.

They also call from 603-856-0843 with Caller ID Concord, NH.  Caller ID for 406-545-7381 is Billings, MT

They use electronic means to spoof phone numbers.

They use the exact same threatening message about 2 fraud charges being filed against you.  I would not bother talking to them, but if you do, do not give them any information.  Demand that they send you documentation or tell them to go ahead a serve a summons.  If they don't have your address, I wouldn't give it to them.  A summons only calls you into court to answer the charges filed against you.  If someone actually serves you a summons, the summons should have their name and address and a license number as a licensed process server, depending on your state laws.  Do not give them debit card information or a prepaid credit card.  If they ask for payment of any kind, turn them into the police.

Check your credit reports periodically to make sure nothing is amiss.  Homeland Security just did a thorough criminal background check and credit check on me for a job and all of my records came out clean, because no fraudulent charges are attached to me anywhere.  These scammers are liars trying to get your money.

Here is a link to a Better Business Bureau blog from 2012 about scammers posing as process servers.  The exact phone message being left by 406-545-7381 matches with one of the comments dated March 6, 2014.
