Do not want calls going to my cell phone

they just called my cell phone asked if i wanted to cut the interest rate on my cc's and save $3000. asked for one of my credit card #'s expiration date & zip code    
i asked if they had a web site then put me on hold
they somehow knew i was l close to my limit and couldnt help me then hung up

Called me while I was napping and disturbed me with the incessant ringing of my phone.  When I look at the caller ID, this 406-219-2571 number showed up and was not familiar with it so I did not answer and after about 10 rings, they hung up without leaving a voice mail.  I wonder how did they get my number when my number is restricted?  FCC SHOULD GO AFTER THESE COMPANIES!  THEY ARE LIKE AGGRESSIVE PANHANDLERS AND ANNOYING DOOR TO DOOR SALESPEOPLE WHOM WE HAVE BANNED FROM OUR FRONT DOORS IN THE PAST BUT ARE NOW GETTING THROUGH THE DOOR AND INSIDE OUR HOUSES VIA THE TELEPHONE!!!!!!  THEY'RE NOT ONLY ANNOYING, THEY'RE OFFENSIVE, ARROGANT AND RUDE IF YOU EVER GET TO TALK TO THEM!

Called, Left voicemail, VM was recording saying to press 1 for operator and something else. Something about credit card debt. I don't have a credit card.

They just call me, no message.
