Nice informative write up. It's not unimaginable that some professional fundraisers use less that professional and less than ethical business practices when preying on the American consumer. I  agree they call won't give any info and for sure won't enter a request for placement on their do not call list.  There is a legal charity that doesn't use fundraisers "The Foundation Of International Association Of Chiefs Of Police" and their address 44 Canal Center Plaza Ste 200 ALEXANDRIA VA 22314 see https://www.sos.wa.gov/charities/search_detail.aspx?charity_id=23869 I checked under charity search for OK and FL also. It wasn't until I did a charity navigator search that I saw and pulled up "National Association of Chiefs of Police " 6350 Horizon Dr TITUSVILLE FL 32780 and then new search see https://www.sos.wa.gov/charities/search_detail.aspx?charity_id=3113 using the fundraiser Midwest Publishing-DN, Inc. 10844 N 23rd Ave

It is a police thang, International Association of Police Chiefs--they are a real organization, not a scam. Problem is they engaged a very disreputable marketing firm who hides behind CNAM of "Okla City OK" and won't identify themselves. That marketing firm uses block of numbers of 405-421-0xxx. Oh and if one tries to find physical location for 4054210894, won't locate it within state. A typical practise of telemarketing firms is to make it appear you are talking to someone local, when they are actually located in New Jersey. Not spoofing per se, but a very technical operation that uses switches in that calling area that are routed from virtual switches somewhere else. And guess what? That sort of daisy chain operation is completely legal. Now who could we contact to get that type of telemarketing outlawed? Oklahoma legislature? Good luck to ya just trying to get someone to even listen to your complaint.
