Either says "goodbye" or nothing at all.

Answering machine picked up & a voice said "Good-bye" & then hung up. Creepy!

Yeah, kind of along the line of seeing your own number as the CALLING number on Caller ID. Tactics like calling, then hanging up, or just letting the line be silent, or saying "Good-bye" are used to find targets who will answer the phone or allow calls to go to voice mail. Or to find those that have call blocking. Now that there are call blocking devices that can block calls based on Caller ID name, you probably noticed that the old standby of "Wireless Caller" has now morphed to "Wireless Calle," "Wireless Caller," "Wireless Callin," "Wireless Call" and "Wireless Calling."

For this particular number, whitepages.com has resorted to putting a yellow bolded box with note "“moderate spam activity suspected.” Haven't seen that before. Turns out 405-233 prefix is 47 wireless numbers serviced by Windstream Nuvox Oklahoma, Inc. Since this number just started, it could be a tracker call for political purposes. Tracker calls are those described above, to see if number valid then to see who answers and who doesn't answer. With that information, the number could be targeted and sold to other bad guys. I know, "creepy!"
