May be a way for the caller to spy on you by seeing when a live voice takes the call. That could come in handy for resale so pests get an idea when a good time to call might be. Knowing they can count on getting any kind of answer at all (live is more preferred) when they call is sometimes reason enough.

Harries you by sending out several calls through day and evening even at night....won't leave a message and when you return their call they are nasty rude and won't explain the reason they called you in the first place.
