This number is currently being used as spoofed Caller ID, the callback number given is 855-820-5219, the name is Stellar Recovery. I'm 99.99% positive that these are not actual debt collectors, but scammers, because:

1. I have no outstanding debts, that is, no accounts in arrears, no valid cause for collection services.
2. The Atlanta 404 area code is spoofed, and callback on it always leads to a busy signal.
3. The voicemail that is left is geared to automatically leave stellar recovery name and number after "the tone", instead of the last half of a message.
4. It overall puts off a shady vibe, they never follow up with non-debt collector identifying messages saying they're looking for "Bob" or whoever it is they think my number may belong to, this proves they're fishing and have nothing but your number, and are the lowest of the low, because only poor old folks would fall for this kind of scam, confused and over-medicated, it is a shame.

Even though they claim to be a debt collector I put Call Type: Unknown, because SCAMMER isn't an option.

What I question is  would it actually murder or considered legally  justifiable?

This is a spoofed voip caller ID from Stellar Recovery calling my at-work numbers.  They normally will call you from various local-appearing numbers.  Send a certified return receipt requested "drop dead" letter to either of these addresses to put them on notice to stop calling or you can take them to court: Stellar Recovery 1327 Hwy 2 West Suite 100 Kalispell Montana 59901 or Stellar Recovery 4500 Salisbury Rd Suite 105 Jacksonville Florida 32216.  Make SURE you keep a record of their call dates and times after you get the [post office receipt back that they signed off on.  You can make them pay as they will be violating the law if they keep it up.  It'll cost them plenty.  If you have a jailbroken iPhone install the iBlacklist app and block all unwanted calls like I did :-)  Calling my work numbers was the last straw, its war now.  

This number called me on Friday. I didn't recognize it. They didn't leave a message. I called back, and the recording was "this is an attempt to collect a debt..." I do not have any debt, and after sitting on hold for fifteen minutes, I was quickly pushed over to "leave a voicemail after the tone." I left a voicemail, and I still have not heard back from them.
