a Mrs Banks called me saying i was listed as an emergency contact person for a person I havent seen or talked to in 25years. when i questioned it to her she finally just got huffy. there is no way Cathy could or would have my current name or number.

This lady is working with another person to scam people out of money they called me saying I was going to have a warrant out for my arrest if I didn't pay 1374 for a pay day loan I had out they hacked there system and got all my info to see where I was had my phone number which wasn't even if that loan payment address and everything so after I paid it to a payment management solutions to Amherst New York I found out it was a scam can't know loan place put you in jail

These calls from "Ms. Banks" are from a very shady "collection agency".  Usually for old pay-day loans that they somehow have the account numbers for and unfortunately they do not play by the rules.  I've been doing debt defense for over 15 years.  The threat of criminal prosecution is totally bogus and I never find them on a credit report.  
If you get a call, ask for a "proof of debt" and an address to send a no contact by telephone letter, which is your right under the Fair Debt Collection Act. Good to know what that Act says.  But don't expect them to play by the rules.  I'm not sure if this is one of them, but some are located out of the country and could care less what our laws are. They will harass you as long as they think they can get money out of you.
