the collector violated federal law

I receive a similar call this morning. They told me that I'd have a warrant issued if I didn't pay today. I did owe a fine dating back 8 years. My question is simple, can a collection agency that collects for a court issue a warrant or make a recommendation to have a warrant issued?

Ms. Feilds called me the day before yesterday from 404-564-3639 asking me about my boyfriend who is currently incarcerated and said that he had a warrant out for his arrest from a 2/2008 probation fee that he owed, but she didn't not tell me that she was a collection agency.  She said she was a clerk at the Fulton County Jail and was trying to find out the whereabouts of my boyfriend because he had a warrant for his arrest and she wanted me to take care of the bill.  I told her no that she could find him at the Dekalb County Jail.  She hung up and called back and left the client id and citation number on my voicemail for me to pay the bill.  Very poorly handled.  She should have known he was incarcerated if she works for the county.  All she had to do was do her research and she would have seen that he had been in there since 9/2008.

I received a call from this number looking for someone else. I became suspicious because I havent had this number one full month & they already know MY name. The person I returned the call to kept asking me now who did I say I was looking for? Needless to say, I didn't know the person they claimed to be looking for who supposedly has a warrant out for their arrest.
