There is no "040" exchange in the "404" area code, so this is a spoofed number.

Called at 6:06 P.M. yesterday. I answered and a man with a very heavy foreign accent tried asking for me using my first name. I ask who he was calling and he really butchered my name trying to pronounce it (and its a simple name). I told him he had the wrong number and to remove the number from his call list.
