This number does go through bandwidth.com, as another commenter noted. Per that company's customer service, however, they have no control over use of this number, as it is wholesaled out to Skype. So...they've directed me to contact abuse@skype.net, which is the scammer's direct phone service for that number.

Just got a call from this phone number. Automated male voice saying, "Hello, Hello, Oh I am sorry, I must have the wrong number." Very suspicious.

Just got eh same BS call to my shop at 10:03 Am January 6th.
I would love to visit this person.

When I answered, he said hello. When I told him what company I work with he hung up. I phoned the number back, leaving a message and the call terminated before I completed my short message.
