Have received two calls from this number today, 11-26-12.  No one there when you answer, which is annoying.  My number is a 'no call' number, and I still get this crap!

The best that I have been able to ascertain -- This is from the Nebraskans for Jobs & Energy Independence ... They are trying to obtain signatures on a petition in favor of the Keystone XL Pipeline. I have NO idea how to make the calls stop. If you call the phone number back with the (402) area code, you get a message that their mailbox is full ((go figure)).

I went to their FaceBook page and left them a none-too-friendly post, and I have sent them an email (JobsAndEnergy@gmail.com) requesting they cease and desist.
