Received a call from this number while was talking on other line.

They called today & did not leave message. I called the number back to receive a recording saying "you have reached a life bin number that does not accept incoming calls." Another site has conflicting information reporting that it is a doctor's office calling to confirm an appointment and spam.  I am not anywhere near the Rhode Island area, the originator phone call's area code, nor do I have an upcoming doctor's appointment

It's Lifespan, a hospital group in Rhode Island.  The main number is 401-444-4000.  This number is one of their outgoing VoIP numbers and does not accept incoming calls.
