I too got a call from +38681897048, from Slovenia, at 18.49.  I didn't answer, but I reckon that it's the same scammer.  Not on for that.  They did not leave a message.  If it's important and genuine the person is more likely to leave a message, so they can waste their time ringing all they like, I won't answer because I don't recognise the number.
