Its a cellular phone based in the Bellingham, WA (or Whatcom County, WA) area.
The only other option is that it could be a foriegn telemarketer using one of those programs that spoof the caller ID's.

This person called me to and asked for someone I couldn't understand. He sounded Asian. I live in the same county, it was a local call.
