They just called me too are they scammers?

I got a call from this number saying they were from Washington DC with the federal government saying I had been chosen for a loyalty grant from the Treasury Department that I get a grant for $10,000 they want my banking account or debit card number or they can Western Union me the money is this a scam

got called from 360-851-1356 said I got  a 10,000 dollar money grant from the government  they picked 1700 people is this true but got to pay 230 dollars to get it

David  Morris call with  the same information as the others. He just had to much of my information. I was to call The Secretary of the Department of Treasury about  $10,000 Grant Money and to pickup before 7pm with ID #. I know this is a scam.

I had this call too from a loyalty grand of $1000 dollars. Made payments because I was too stupid on believing I was gonna receive the money wish I need it for the status of my husband that I hate to see him struggle so much and now I old 5000 dollars and I never got my money.. So people I know no one is as stupid as I am don't believe on this is a lie..
