caller ID says " Hunger Fund " but it is really a robo call to lower your interest rates

Just got a call from the same 360-529-6806 number, same "Hunger Fund" caller ID info.  I didn't answer; no message was left on answering machine.

Could this actually have been my 10,873,982nd call from RACHEL at CARD SERVICES???

HUNGER FUND?  Really???

Who the heck invented caller ID spoofing?  And why can't someone UN-INVENT it?  Or at least figure out a way to make it possible for an average citizen to determine exactly where a call originated from even if the call was spoofed?

Whatevaser just go out and buy a Panasonic Cordelss with the "CALL BLOCK" feature  they call once then youcheck your CALLER ID and Save It to CALL BLOCK    stores 30#'s Callers get beeping and cant call you - You just get 1 ring then ZAP

Received a call from this number today.  I did not pick up, but caller ID says "Hunger Fund".  They did not leave a message...so just another scam.  Legitimate callers will leave a message.
