Jan,
There's not much that can be done until the Congress or the FTC starts to take this stuff seriously. I've filed numerous do not call list complaints with my state and the FTC. Basically, the state guy I talked to said there was nothing he could do. The FTC claims to be pursuing the scumbags but it's claimed that for years and we still get a bunch of calls.
It does no good to ignore the call. They just call back. It does no good to talk to someone or press any buttons to be taken off the list. In fact, this is the worse because they get paid if you do something like that. The best thing is to simply hang up but for me it's the call that's the problem. I have to put down something I doing or watching to mess with the stuff.
The problem here is with the law and law enforcement. The Do Not Call list was aimed at otherwise legit businesses that where bothering people with their calls, such as cruise lines, telephone companies, and such. For the most part, these people obey the law because if they're caught they get fined.
Rachel from Card Services and other outfits like that are scammers. They don't have a legit business interest to protect and rarely get caught because of new technology. The FBI, not the FTC, should be going after these folks.
