SCAM - it is the boat horn survey - anyone know how to block this caller or how to get removed from calling list?

I have recieved phones calls from this number on and off over the past three months. The calls always say they are from the washington area. The caller never leaves a message and always hangs up when I answer the phone call.
Incidentaly, I recieved a scam call from some one who claimed to be in washington DC no more than 15 minutes before my last call from this number

If they call back hit 0. It takes you off the call list.
