SCAM - it is the boat horn survey - anyone know how to block this caller or how to get removed from calling list?

I wish these people would stop. I'm not interested in what they are trying to scam, nor do I owe anything,so if its a bill collector,they have the wrong number.These people having been calling 3 and 4 times a day with no message, or they hang up when I answer. Wish there was a way to block them, but not sure how to do that on a cell.
