I'm in Central Kentucky and received a call from this number as well. I didn't answer, they didn't leave a voice mail.

I answered it. It is a telemarketer robot selling life insurance. I think I made the mistake of pressing "9" to be "removed" from their list as I got another strange call an hour later from 866-847-1251. I didn't get to answer it though.
