It said it was the IRS.

There is a widespread IRS (or CRA) or "tax scam" being  practiced by scammers on both USA and Canadian residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Appeared as "unknown" on the caller ID. Left a message saying the IRS was filing a lawsuit. No details given, just to call this number.

Just received this call from this number. The message on my vm is that I was being sued by the IRS and there was a lawsuit. I called back and they indicated after about half hour in to the call that this is from Oct 2014 and that they have been trying to get in touch with me. This was the first I heard of them.  Also indicated they had a Threeway conference call going on with the police and they were going to arrest me but stopped. Now I feel violated and realize this is a scam but they really need to be stopped..
They also indicated what I would owe them Right over the phone and an amount.
Of course I said I would never pay anyone over the phone.

He said of course not we have all your information anyway. Again feel violated.

yes, I just got the same IRS suing me message. At first it was hard to understand but after reading these messages it was indeed stated to be the IRS. I was nervous at first because I did not understand the IRS part, but now I know it is BS. Thanks for your input.
