I have received two calls from this no.. with the announcement that the IRS has brought a lawsuit against me. and to
contact this number immediately.  I am not a US citizen so I think it must be for a previous owner of this number.
Anyone else have this happen?

You were called by a THIEF and  LIAR who has nothing to do with the IRS.  This is a SCAM.  The real IRS would mail letters if there was a problem.  Ignore the calls.
This is a very common scam using many different numbers.

If you feel you SSN has been compromised, in addition to putting a fraud alert at the 3 credit bureaus, you may want to notify the IRS.  Here is the link, fill out the proper form (probably 14039):

I got the same message saying the same exact thing it's a scam do not give them any personal information
