Area code 360 doesn't have any prefix's below 200 and when you dial these numbers back you get a warbling sound and the message that this call can't be completed.  These numbers call 3 times in a row, and don't leave a message.  I did sign up for the DNC list several months ago and obviously it doesn't work.  I just ignore phone calls I don't know.
