caller claimed to be IRS person collecting a debt

I received a call from this number and a man claiming to be an investigator officer David Marshall left me a message saying to contact him at this number with urgency. He said it was concerning a time sensitive matter something to do with my social security number. I called back but no one picked up. It smells very fishy!!! The guy had a very strong accent and couldn't even pronounce my name.

Don't spend money to get money those people with heavy Indian accents are all part of money fraud they want you to load money on a prepaid card ask for the number on the back then suck it right off. It sucks when people take advantage of others weakness for money. I'm sorry to my wife for wasting our hard earned money.

These people stole  $465 from us. Once  we refused to send any more money   to get t this loan, they refused to refund  the $ 465 !   How do i report  the se  people  with  heavy Indian accents

Left a message saying I need to contact him to nullify myself, otherwise there will be an non bail able arrest warrant issued  in my name and on my social. He never used my name, not sure if he know what it it.
