They shouldn't be allowed to send text messages out to people for that very reason that they cost per message. Yes it is minimal, but with the rise of more dreaded telemarketers these will probably be racking up a bill all on their own.

I just got a text stating "You have been chosen to test & keep the new iPhone5! Enter 7777 .......". I never give out my cell number, how would they get it?

They use an auto-dialer that calls every number in a series. Or the text is sent from a computer that is programmed to work like an auto dialer.
