Got a call from this number just about twice a day and always ignored it.  Finally decided to answer and it was a guy with a Spanish accent that just kept saying "Hello" and finally hung up.  Repeated 3 times consecutively.  

Finally just blocked the number.  Finally iPhone added that feature.
