Woman called with a  thick accent saying that the IRS investigating me on 3 charges. #1violation of IRS Law. #2 providing false information to IRS #3. Tax invasion. She asked if I sent money overseas. She also said IRS sent notice what I have never responded and this is a final call. This call will be recorded and I will be arrested in 30 minutes.
This is a SCAM.

Yep definitely a scam. I blocked another call claiming to be the IRS doing an investigation (the indian accent), and now they r calling me under a different number. iRs would send u a notice.
