The phone number is a post-paid phone number, and as of today it has a cancelled status with T-Mobile. This phone number is still active and controlled by a human being due to the different response times when rejecting the phone number. Also, the voicemail is full, so no way to contact the person that way.
I asked T-Mobile to terminate the account and of course they said no. No way to block incoming phone calls from a certain phone number at the provider level either (which means that all US carriers suck at protecting their people). In fact, before even looking into that phone number T-Mobile said they would not cancel an account unless the owner requested it, no matter their activity. I gave them an example: if I were to send pictures of sexually abused minors to a bunch of phone numbers, would that be enough for them to cancel my account without my authorization? The answer was no. So there's nothing horrible that you can do to upset T-Mobile and close down your account. Good to know - for all of you child molesters out there. You can MMS the pictures of those poor souls to anyone you want if you have a T-Mobile account. Yaaay!

I called 646-338-8558 and got the same behavior as 347-523-0215. This may very well mean that the same person is operating these two phone numbers. I have not inquired T-Mobile about the second phone number, though. Nevertheless, it is a T-Mobile phone number as well. How to find out? Check number portability on all carrier websites - one of them is bound to say "no you can't transfer this phone number because it's already ours). Check the two here: www.t-mobile.com/switch/
There are no tools and no options for you to make these [***] stop as of right now. Unless your phone has a magical ability to hide messages/phone calls from numbers you choose, I don't see how you can not be bothered. You will still be charged for the incoming calls/messages though.
Do yourself a favor and bug your carrier to implement anti-spam control for us.
Also, since I know you're smart and you don't give out your cell phone number to anyone (otherwise you wouldn't be here to complain about unsolicited crap, would you?), there's a second question you should ponder upon: who the **** is selling our phone numbers? Disgruntled employees of your carrier? Your own carrier? Some ex-boyfriend/girlfriend?
