First off, survey calls are exempt from the DNC. Also, the DNC is just a simple LIST. Not a call blocking super mega computer. Nor is it possible to track and monitor all of the unwanted calls made to everyone in America.
The DNC was created and the sole and only purpose of the DNC list is to limit the number of Telemarketing (Phone calls attempting to sell goods or services) to those who have signed upon the list. This list is required to be purchased and updated monthly by Legitimate and Registered with the FTC businesses who engage in telemarketing. It is not a law enforcement tool nor can it stop scammers, and scofflaws from dialing your number.
There are over 500 million + personal phones in the US and over 1 billion 500 million phone calls originated and received each day. How in the world can anyone expect the DNC to monitor, screen, block, or even know which phone calls are acceptable and which are not, for each and every individual person and phone calls made and received each day. How could it be realistically possible to collect evidence and build a prosecutable case against every caller that everyone thinks should be prosecuted, just because their call was unwanted by the masses of people complaining. The DNC is not a department of the government. It is simply a list maintained by the FTC for those Registered with the FTC Telemarketers. Nothing else. Scammers and scofflaws will continue to call, and hundreds of people will pose the same questions as you each day about the DNC. The fact is that most obviously misunderstand its intent and purpose and expect it to do impossible things that it was never intended to do from the start. Those Registered businesses do honor the DNC. Think of all the legitimate businesses in America that could be calling use each day, but DON"T, because they honor the list.
