I am a victim of a scam using the name of Publishers Clearing Huse and stating that I have won money, but first I must send money.

Reporting for a relative who is hounded by these people.  The male states he is the IRS and says he needs to collect the taxes due on the Publishers Clearing House money he just won that they will be sending as soon as taxes are paid.  The very polite woman who answers (at the same number) says she works at Bank of America and wants you to deposit the money into an IRS bank account at the Bank of America branch.  They asked his to withdraw $16 thousand cash!  Fraud!  Both of them sound Jamaican.
