This is a scam!  It called 'I fix PC Tech Support' and they try to tell you that their server is receiving errors and they want to help you fix your computer.  They will even say it's a fleet of MicroSoft.  They use whomever your phone bill is registered to (maybe a long ago list).  Don't give them any information!
