It's a collection agency masking their number to appear as if it's a cell phone.  Well, I don't pick up numbers I don't know.  They have been using this number for months now.  It's located in Chinatown in Manhattan.  You have a large number of people sitting in a small room, getting paid $5.00 and hour to make these calls.  Most of them don't understand or speak English.
