Received a phone call from this number. The caller left no message.

Automated call threatening a law suit. Totally bogus and likely illegal.

Threatened to take case to local county courthouse???

Digital recording saying they were calling from the IRS. Same thing as above, threaten to take case to county courthouse. Total scam. I hope people don't fall for it.  Is there an agency to report these scumbags to?

Yes, but most of the "IRS Scam" calls come from India or Pakistan, and there is little the US Govt can do.
