Got a call from this #. Ignored it. No message left. This number has called multiple times in the past couple of months. Will report to FCC.

Called my cell phone. No one there when I answered.

Well, I have received several of these scam credit card rate lowering calls.  You can't ask them to stop calling because they immediately hangup on you.  Leaving a vm with them is impossible because their boxes are full.  So what I do is wait until a person comes on the line and engages me in conversation about their crap and I blow a boat air horn at them.
