This number was used to subscribe me to USA Today by someone who got hold of my credit card number.  I started receiving this and the Wall Street Journal at home about the same time.  If you get some bogus charges on your credit card for subscriptions, check it out and see if they are using this same number.  Wish I could figure out who this person is and get them stopped...I wonder what their plans were after the subscriptions???
