Save money on electric bill. Scam?

I have a cellular TracFone and I don’t answer unknown numbers. Someone called today at 2:39 PM, my voice mail picked up and they did not leave a message.  My phone number is registered on the national and Florida Do Not Call Lists and I reported this call to them.  However these are probable scammers and WILL NOT abide by any DNC List!

Unknown number. No voicemail. Seems like another scam (see previous comments)

Called cell phone... no message.  Origin of call unknown.
