You are correct. This is a scam. The IRS won't call, they will send certified mail

Received a call at 9:36 AM EDT May 19, 2017 from this number. It was an automated voice message purporting to be from the IRS warning me that they were filing a lawsuit against me and that I needed to contact them immediately by return call to the same number.
