Possible. Most of the Jamaica scams are area code '876'. But there are reports of other area codes. As always, check out the number before you even consider doing anything else. There is an ongoing scam right now of 1-ring hang-up calls. The idea is for you to call them back - leading you to the Caribbean, and large international phone charges on your bill.

They called and said I won 750,000 dollars and a car lol pretty sure its a scam

This is an elderly man that has been scam out  of his money that said that he has won money in sweepstakes and lottery.
