Nigerian scam. They are using a VOIP (like Vonage, or Majic Jack service) to get what LOOKS like a USA phone number to scam you into giving them your personal info.

Just hang up.   This is a scam to get your info and steal your money.

Be sure to report this to the FTC website as a DNC violation if you are on the Do Not Call list!!!
