Sounds like he's a scammer.  Tomorrow you'll probably get a call saying he was delayed in Customs, or had to go the the hospital and needs you to wire him money to pay some fine or hospital bill.  I'd call family members and make sure it is your cousin, but really, it sounds like he's trying to scam you.

A Guy called today saying he was my cousin & that he was coming from Mexico & needed someone to pick him up from the airport i didn't recognize his voice at all he made me guess his name & said he'd call me tomorrow.
