scam.   threatening legal action if you don't call and pay up.  Will find you at home or work

I got a call from this number. They say there are alligations against me and the clerks office. I would not give my social security number out. This made me very nervous. Could this be a scam?

I received the same message and after investigating this number it's a Skype phone number. The number they left for me to call back I looked up to be a T-Mobile cellphone number.
