Why was this number consodered alocared

They calls all the time

Spanish spam number. Left automated voicemail

I had a missed call from this number..and when I call back it says "the number you are calling is unallocated".

Got a call from this number on the caller ID it read "Easytel, A Neva" and female leaving a very loud and long message in Spanish.  I've had my phone number for a very long time and lately I've been getting alot of calls starting with 323-903-xxxx. I'm annoyed by almost constant calls. When I block one number another call with last four digits different each time.
