Called twice in rapid succession (12:57 and 12:59 p.m.) and left same recording on my voicemail both times. Female voice. Message (paraphrased): "Informing you that you are qualified under a bill recently passed by Congress, the American Reinvestment and Recovery Act, to reduce your electric bill as part of the U.S. Renewable Program and avoid the 14% electrical rate increase that's coming soon. Press 1 if you are a homeowner with electric bills of $150 per month or more. If we have reached you in error, or for some reason you are not interested, press 3 to be removed from our list."

ID: clean planet, a scam solar caller.  Block all 323-275-xxxx numbers.
